LOWVILLE — Village police accused Randy R. Grimmer Jr., 31, of 7492 Railroad St., with fourth-degree criminal mischief, reckless endangerment and petit larceny after allegedly taking power from his downstairs neighbor’s residence.

Police said they discovered the alleged theft during a request for a welfare check. They also alleged Mr. Grimmer had done damage to an extension cord owned by the building’s landlord.

They also charged Megan A. Thomas, 26, same address, with two counts of endangering the welfare of a child after discovering that the power cord they used to allegedly take power ran along the floor of their residence, underneath a child’s bouncy seat used by her 1-year-old and 3-month-old children.

Charged on July 26, Mr. Grimmer was arraigned in Village of Lowville Court and held at the Lewis County jail on $2,000 bail. Ms. Thomas was issued an appearance ticket for Village Court.
