OPEN CONTAINER - POTSDAM - Village police charged John Robert Foster, 21, of Gerogetown, Mass., and Nolan P. Driscoll, 21, of Troy with an open container violation at 11:48 p.m. Thursday after they were observed walking down Main Street, each man allegedly carrying an open container of alcohol.

DOG AT LARGE - POTSDAM - Village police charged Tammy L. Garner, 56, of Potsdam with allowing her dog to run at large after responding to a loose dog complaint on Waverly Street.
