CANTON — The St. Lawrence County Industrial Development Agency has scheduled a hearing on its intention to provide Maxam North America, which will establish a chemical production facility in Ogdensburg, with a payment-in-lieu-of-taxes agreement and exemptions on various taxes and fees.
Maxam, Salt Lake City, will build on about 12 acres it purchased in the Ogdensburg Bridge and Port Authority’s heavy industrial park. The proposed $2.5 million facility will manufacture oxidizers used in explosives for the construction and mining industries. It is expected to employ six to 10 people when it opens next summer.
The public hearing for the IDA PILOT and sales and use tax exemption, in addition to an exemption from mortgage and recording fees, will be held at 11 a.m. Sept. 11 at the OBPA.
The standard 10-year PILOT allows for a 100 percent abatement in the first five years of the project and a 50 percent abatement in the second five years.
At a meeting Thursday, the IDA also approved a loan for Hebel Welding & Machine, Rensselaer Falls. The IDA lent owner Mark Hebel $20,000 through its microenterprise program in 2005 when he purchased the business. The new $20,000 consolidation loan, with a 10-year payback, includes $4,000 left on the original debt. The remainder of the money for equipment and working capital is expected to result in the addition of one employee on top of the three who already work at Hebel.
